SCHENECTADY -- A judge ruled Monday that a referendum diluting the mayor's police promotional powers will be on the ballot today.
State Supreme Court Justice Robert E. Lynch rejected Mayor Frank J. Duci's application to have proposal No. 4 taken off voting machines.
The proposal to change the city charter calls for the police commissioner to be empowered to provide recommendations for promotion to the mayor.
More importantly, the proposal would require any mayoral police promotions to be confirmed by a majority of the City Council.
